Description: 

Over the past number of years, the need had been identified for a new aquatic centre to serve the residents of the West Parry Sound District. The Municipalities within this area collectively worked together to investigate the feasibility of designing and constructing a new community facility that would include aquatic, fitness, recreation, and cultural amenities.
 

West Parry Sound District consists of the seven municipalities of the Township of The Archipelago, Carling Township, The Municipality of McDougall, McKellar Township, Town of Parry Sound, Seguin Township, The Municipality of Whitestone, and the Indigenous Communities of the Wasauksing, and Shawanaga. These communities cover a largegeographic area within an outstanding region of natural beauty within northern Ontario and an area of 3,700 km2. The collective partners’ areas of jurisdiction are predominantly rural, with the majority of residents concentrated in Parry Sound, together with smaller communities within
each of the respective Municipal and First Nation areas.


In September 2021, the Municipal Services Board (MSB) was created to oversee the design development and construction of the proposed facility. The MSB has representation from the participating Municipalities and First Nation partners.  In July 2022 the MSB retained Gordon Gordon Group Inc. (GGGI) to provide Owner’s Representative Services to Project manage the design and construction of the WPSRCC
facility.


In September 2022, the MSB authorized the retention of a Firm to undertake design, and contract administration services for the new WPSRCC facility, delivered under Construction
Management Contract-for Services and Construction (CCDC 5B, 2010) Project Delivery methodology.
 

In December 2022, the MSB retained CS&P Architects Inc. to provide Architectural Team Services for the project and also provided direction for the design and construction of the
WPSRCC proposed facility to include the following amenities:
• To be located at 36 Smith Crescent, Parry Sound,
• Building/Space Program of approximately 38,600 GFA.
• An estimated Project cost of $36.3M.
• Six (6) lane 25-metre Lap Pool, Therapeutic Pool and Storage room.
• Single Gym with Storage room.
• Fitness Room, Studio, with Office.
• Male/Female/Universal Changing Rooms, Staff Changing Rooms, and Locker
Space.
• Administration Space with Offices.
• Multi-purpose Space.
• Service Area, and Washrooms.
• Installation of Sanitary, and Water lines.

The MSB is looking to select a qualified Construction Manager (“CM”) to provide expertise in
Construction Management at Risk for the WPSRCC project. The CM should:
1. Gain an understanding of the project’s background, design to date and site characteristics
(including existing buildings – YMCA);
2. Review drawings and specifications as they are being prepared, assisting in sourcing
alternatives whenever design details affect construction feasibility, costs, and schedule;
and
3. Work collaboratively with and as part of the design team, MSB project team and PM
throughout Schematic Design (SD), Detailed Design (DD), Construction Document (CD),
bidding, and construction phases until completion of the Project.
 

The CM is expected to provide the MSB cost estimating, value engineering, and constructability
review throughout the remaining design phases of the Project until completion of the project,
including the following areas:
1. Site Preparation, including ground improvement;
2. The extension of the Municipal sewage system onto the site;
3. Relocation or modification to the existing onsite infrastructure and utilities to accommodate
the new Project;
4. Foundation Design Solutions
5. Structural material, Façade material and Exterior Assemblies;
6. Onsite stormwater management strategies;
7. Onsite groundwater management strategies;
8. Sustainable initiatives, including achieving ICIP funding requirements (applicable to the
Appendix);
9. Interior finishes & materials; and
10. Building systems & equipment.
